Prosper Zo’o Minto’o Elected As Director General Of ASECNA

The Agency for the Safety of Air Navigation in Africa and Madagascar (ASECNA) has elected Mr. Prosper Zo’o Minto’o as its new Director General. This significant appointment was made at the 74th meeting (Extraordinary Session) of the Committee of Ministers of ASECNA, held in Dakar, Senegal on September 27, 2024. He replaces Mr. Mohamed Moussa who will be completing his second four-year term as ASECNA Director General.

The new Director General has been serving the international civil aviation community for over 32 years, including stints at ICAO, IATA, ASECNA and Libreville International Airport. He was the Chief of Air Navigation Services and Airport Operations at the Libreville International Airport. He previously worked at ASECNA as Head of Air Navigation Norms and Standards and with IATA as Assistant Regional Director, Safety, Operations and Infrastructure, Africa-Indian Ocean.

He served as ICAO Deputy Regional Director, Eastern and Southern African Office (ESAF) from November 2013 – May 2016 and Deputy Regional Director for West and Central Africa (WACAF) from June 2016 and subsequently the Regional Director for WACAF regional Office in September 2019.

A citizen of Gabon, Mr. Prosper Zo’o Minto’o is an aviation veteran, professional and expert in CNS in Africa. He is proficient in both French and English. A CNS guru, Mr. Minto’o is an active auditor under the ICAO Universal Safety Oversight Audit Programme (USOAP).

Mr. Minto’o holds degrees in Telecommunications Technology, Electronics Applications and Civil Aviation. He attended the National Advanced Engineering School of Libreville (Gabon), the National Institute for Applied Sciences and the National Aviation University (ENAC) in Toulouse (France).

A private pilot licence holder, Mr. Zo’o Minto’o is a strong supporter of the SAATM initiative and played key roles in preparing the ICAO WACAF region for the post-COVID-19 industry restart under the guidance of ICAO Council Aviation Recovery Taskforce (CART).

He has been involved “in major global and regional aviation programmes aimed at strengthening aviation safety performance, improving air navigation capacity and efficiency, and enhancing civil aviation security”, according to ICAO.

As ASECNA DG, he is expected to bring his wealth of experience to bear on the Agency and continue the focus on innovatively improving air navigation infrastructure and maintaining industrial harmony at the Agency.
