The Malawi Civil Aviation Authority (CAA) Board of Directors has appointed “Mr. Alfred Capchin Mtilatila as Director General of the Malawi CAA effective from 07th July, 2026.”
According to the CAA, “Mr. Alfred Mtilatila is a Licensed Aircraft Maintenance Engineer who has served in the aviation industry for over 30 years in different capacities spanning from seven years in military aviation under Malawi Defence Force as a maintenance engineer and later in the Department of Civil Aviation (DCA) as an Airworthiness Inspector rising through several managerial positions.”
The CAA confirms that prior to his new appointment as Director General (DG) of the CAA, “he has served in Aviation Management as Director of Civil Aviation for over twelve (12) years, the position that has accorded him extensive knowledge in governance, public finance and human resource management, project management, coaching and mentoring of staff through capacity building, strategic planning for programmes with linkages to national and international socio-economic issues, negotiation and networking skills, aviation security and policy making.”
Malawi CAA said: “During his tenure as the Director of Civil Aviation, he led a team that reviewed the Malawi Civil Aviation Act of 2017 and its subsidiary regulations. He also steered Certification Team for Malawi Airlines in accordance with International Civil Aviation Organisation (ICAO) five-phase certification requirements (2014) and participated as a Member of the Malawi Government negotiation team (in the capacity of Aviation Expert) on forging the strategic partnership for the establishment of Malawi Airlines between Malawi Government and Ethiopian Airlines. From 2006 to 2009, he served as Safety Oversight Coordinator between Malawi Government and the ICAO. He also spearheaded several infrastructure projects for Malawi airports, championed use of drone technology in collaboration with UNICEF and Ministry of Health to transport medical samples and supplies in Malawi (2016) and drove change of recruitment policy within Department of Civil Aviation to allow admission of women in Air Traffic Control, Aeronautical Engineering and Fire Services.”
Malawi CAA added that “Mr. Mtilatila is a respected aviation expert holding a Masters of Science in Strategic Management from University of Derby, United Kingdom (2011). His initial training as an Aircraft Technician started with the South African Air Force where he subsequently qualified as an Aircraft Maintenance Engineer (Airframe and Engines) in 1997 and has attained competence and certification on various aircraft types during his career. In addition, he has attended numerous ICAO trainings and courses for Senior and Middle managers.”
